Cloaky transports are already very difficult to catch. this is a terrible arguing point. cyno'ing requires a lot more effort and resources to complete, perhaps even enough to balance the reduced travel time and the negligibly lower risk of avoiding gank systems. if the cyno creator and jumper go suspect, then it may in some situations be more dangerous to cyno.
The genuine difficulties i see with this idea is neut cyno alts. they are no where near as easy to identify in high sec as they are low or null. Even RR can be identified in D-scan before it joins the fight. Perhaps having everything that even thinks of using the cyno going suspect will be quite the deterrent.
It does sound really fun though.

if they are refusing to engage because they know u have a cyno, then wont they be as equally reluctant if u brought the entire fleet up front?

u must not be aware that PI is not allowed in 'trade hubs', except Hek. so there must be some way of define them. i dnt know what would happen if a tradehub shifted tho.

last i checked this is considered an exploit. so too would it be for cyno alts. assuming they lose sec status for it. the closest practice to this would be neut logi, which does not incur a sec status hit.
could cyno's be used to abuse noobs? no more than suicide ganking and neut logi IMO. Neut logi is far more of an obstacle to overcome than a bunch of falcons or bombers landing on grid who can only affect the fight if ur already at war with them.
i'd still say the biggest problem is using a neut cloaky scout to get close to targets and then using the cyno to circumvent the advanced warning u get from local (like how miners or missioners dock up when they see a war target in local). but hell, the new inties changed that dynamic already.
As well as using the cyno instead of having the main dps of ur fleet waiting one system out. but again, all u can call in is some bombers and falcons. its hardly a Vindi-Logonski.
the argument about redefining transports with a blop'd BR is just silly for the aforementioned reasons. its not safer than something that is already 99.9999999999% safe (it certainly does not make BR transports 100% safe) and requires considerably more resources than just flying the BR through gates. first, if half the miners disappeared tomorrow, supply of minerals would go down and prices would go up. making mining more valuable. those who do it would get richer, and those who dont would have incentive to take it up.
second, many miners are capable of defending themselves. they will be just fine 'supporting the base of the game' as they always have.
third, this is a PvP game. combat between players is its focus. the market is PvP and mining is also PvP. PvP heavy is an understatement.
fourth, miners who dnt want to learn to defend themselves make themselves easy target. dnt want to be attacked? learn to shoot back.
what u dnt seem to realise is that making things more dangerous for miners only hurts dumb, lazy and unsocial miners. Where as miners who are smart, work hard and make friends would benefit. did u think about how it would be easier to bait war deccers into a trap using cyno's?
